Job Description

Volunteers of America-Greater New York (VOA-Greater New York) is the local affiliate of the national organization, Volunteers of America, Inc. and is one of the largest providers of human services in the metropolitan New York area. Founded in New York City in 1896 as a charity staffed by volunteers tending to the city’s poor, today VOA-Greater New York has 1,300 paid staff that provide life-changing, often life-saving services through 80 programs in New York City, Westchester County and Northern New Jersey.


VOA-Greater New York services extend to survivors of domestic violence; individuals and families — including veterans — experiencing, or at risk of homelessness; people living with HIV/ AIDS, behavioral health, and substance use issues; adults with developmental and intellectual disabilities; preschoolers with developmental delays; older adults on limited incomes, many with a history of homelessness; and at-risk youth. 


VOA-Greater New York expands, and introduces new services in response to community needs. As such, it is at the forefront of building affordable, supportive housing for seniors; providing a service-rich continuum of care for formerly homeless veterans; and expanding its services for those recovering from domestic violence. Battle Buddy Bridge®, a peer counseling program for veterans, and the work VOA-Greater New York is doing to raise awareness of the impact of Moral Injury, are examples of the organization’s responsiveness, creativity and life-altering work. 


Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC. Operation Backpack® is the organization’s signature community service campaign that ensures every student who calls a NYC shelter “home” has a new backpack full of supplies in time for the first day of school.



Summary:
The Assistant Program Director is responsible for ensuring that the program provides a comprehensive and integrated on-site social services program that helps residents restore and rebuild their lives while healing from their experience of domestic violence. S/he manages the case management and specialized support service delivery system for clients as well as establishing community linkages to enhance services. 


Minimum Qualifications:
A Bachelor's Degree in a Human Services field and five years' experience including two to three years in a supervisory role. Experience working with families with domestic violence victims is essential.
Knowledge of counseling and advocacy techniques for people who have been victims of domestic violence, including crisis intervention and case management skills is essential to this position.

Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.
1. Manage program personnel in case management and support areas. Assist the Program Director in recruiting and training direct service staff.
2. Establish and maintain program delivery models. Provide crisis intervention for victims and their victims.
3. Develop and maintain linkages with other service agencies, generic community resources, and state/city liaisons.
4. Ensure that regulations and quality assurance indicators are achieved. Manage program services for the quality and consistency.  Monitor results of external and agency surveys and the implementation of corrective action plans. Ensure that regulations and quality assurance indicators are achieved.
5. Maintain client records in a professional and confidential manner. Maintain ongoing communication with the clients. Create and maintain a wellness and recovery­ oriented environment by using person-first language, respectful documentation, and person-centered planning.
6. Participate in the general management of the facility and the social service programs.
7. Prepare proposals for the development, expansion and continuation of programs in coordination with Department Director and the Program Director. Develop regular communication with the contract supervised managers; act as liaison with funding source. Ensure all programs meet contractual goals and reporting requirement.
8. Monitor program progress and submit all required reports to funding sources, including government and private sources. Submit internal progress reports on a monthly basis, or more frequently as required.

9. Plan and develop budgets, and work with Program Director and fiscal staff to ensure that collection of payment from funding source is current. Monitor fiscal expenses and analyze fiscal reports on a monthly basis.
10. Perform other related duties as required.

7. New programs are developed in areas consistent  with the organization's  goals, objectives and development capabilities.
8. Program operates within approved budgets and facilities are maintained at the highest standards.
9. Program clients are provided with high quality, cost-effective services. External surveys meet expectations.
10. Related tasks are performed accurately and on time.


Work Environment:
While performing the duties of the job, the employee will be in an office and residential shelter environment. Activities occur inside and outside.


Physical Demands:
While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with vendors, peers and/or clients. This position requires sitting, standing and walking. The employee must occasionally lift and/or move items up to 20 pounds.
