The program manager is responsible for the daily operations and overall management
of the residential program in accordance with Volunteers of America and the New
Jersey Department of Human Services, Division of Mental Health and Addictions Services
regulations and Commission on Accreditation of Rehabilitation Facilities (CARF)


This position requires a master’s degree from an accredited college or university in a mental health
related discipline and a NJ clinical license, with two years supervisory experience. This position must
possess a valid state driver’s license with a safe driving record that meets agency policy.


  1. Program oversight and staff supervision.

  2. Interagency coordination

  3. Program development and implementation of evidence-based practices

  4. Staff development and/or training and supervision

  5. Facility management

  6. Quality assurance/Performance Improvement

  7. Ensure completion of the comprehensive intake assessment and ongoing nursing assessments by
    appropriately licensed and credentialed staff

  8. Individual, group and family supportive counseling and crisis intervention counseling

  9. Explanation to the service recipient of their rights and procedures in the event they are
    removed or discharged from the residence

  10. Provision of 24/7 on-call consultation and support

  11. Perform all other duties as assigned
