Job Description

Volunteers of America-Greater New York (VOA-Greater New York) is the local affiliate of the national organization, Volunteers of America, Inc. and is one of the largest providers of human services in the metropolitan New York area. Founded in New York City in 1896 as a charity staffed by volunteers tending to the city’s poor, today VOA-Greater New York has 1,300 paid staff that provide life-changing, often life-saving services through 80 programs in New York City, Westchester County and Northern New Jersey.


VOA-Greater New York services extend to survivors of domestic violence; individuals and families — including veterans — experiencing, or at risk of homelessness; people living with HIV/ AIDS, behavioral health, and substance use issues; adults with developmental and intellectual disabilities; preschoolers with developmental delays; older adults on limited incomes, many with a history of homelessness; and at-risk youth. 


VOA-Greater New York expands, and introduces new services in response to community needs. As such, it is at the forefront of building affordable, supportive housing for seniors; providing a service-rich continuum of care for formerly homeless veterans; and expanding its services for those recovering from domestic violence. Battle Buddy Bridge®, a peer counseling program for veterans, and the work VOA-Greater New York is doing to raise awareness of the impact of Moral Injury, are examples of the organization’s responsiveness, creativity and life-altering work. 


Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC. Operation Backpack® is the organization’s signature community service campaign that ensures every student who calls a NYC shelter “home” has a new backpack full of supplies in time for the first day of school.



The Senior Director of Facilities & Construction Management works to ensure the success of the Real Estate Department by working with the VP of Real Estate, property management personnel, and building maintenance and repair managers to coordinate and drive efforts for the development of plans for facility infrastructure upgrades, equipment replacements and building modifications to ensure facilities are maintained and operating at optimal efficiency and effectiveness and are in compliance with all local, state, and federal regulatory and inspection requirements. Serves on the agency’s design/development teams for all new construction projects and provides coordination, administrative, and management oversight of all new and major renovation projects in construction for the agency.


Minimum Qualifications:

Bachelor’s degree and ten years of related experience, including three years in a managerial capacity, or satisfactory combination of education and experience. Requires FDNY Fire Safety Director License or equivalent. Candidate must demonstrate experience managing large complex projects and completing jobs on schedule and on budget. Requires proficiency in building and project management, safety planning, emergency response, and OSHA adherence.


Required Competencies:

1. A thorough understanding of all critical building structural components and systems (MEP) including
all aspects of power plant maintenance, and a good working knowledge of turbines, generators,
boilers, and instrumentation and controls.

2. Strong verbal and written communications skills, and interpersonal skills necessary to supervise
nonexempt personnel.

3. Strong ability to present, explain and defend rationale behind actions taken during the course of
business in a concise and logical manner before senior management and government personnel.


Supervisory Role:

This position does have supervisory responsibilities.


Principal Responsibilities:

The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.


1. Manage and oversee facility maintenance and inspection of properties on a regular basis; review
facility performance and maintenance schedules and reports to ensure preventive and predictive
building maintenance procedures are maintained and implemented at each property to meet and
exceed all building standards of VOA-GNY and compliance requirements of other regulatory
agencies.

2. Provide technical support in the assessment of building maintenance and repair issues, help to
identify deficiencies, and work with the Managers of Building Maintenance and Repairs in the
development of scopes of work, material specifications, and the preparation of bid packages if the
repair work is to be outsourced to third party contractors.

3. Oversee and manage the bid process for outsourced repair jobs, capital improvement projects, and
new construction projects in accordance with agency policy and procedures, review, negotiate, and
sign off on contract agreements with contractors prior to the legal review by the agency’s General
Counsel and the execution and authorization by the VP of Real Estate and the President and CEO.

4. Prepare project cost estimates, monitor capital and new construction project budgets, review and
approve project change orders and requisitions for payment, prepare and submit monthly progress
reports for projects in construction to the VP of Real Estate.

5. Work closely with property management and building maintenance and repair staff to ensure that
building violations are cured and removed within the prescribed cure period to avoid all penalties and
late fees.

6. In consultation with the VP of Real Estate serve as the primary liaison with regulatory agencies,
funders, licensing and accreditation bodies, and VOA-GNY senior management regarding major
building maintenance and repair issues.

7. Oversee the development of Building System Operations Manuals for all agency properties, establish
the qualifications and training requirements for facility maintenance personnel to operate, maintain,
and inspect the building systems at each property, and provide such training as needed.

8. Maintain contract and contractor status databases, service history, violations, and inspection records.
Produce management reports.

9. Responsible for promoting spirit of teamwork and productivity among facility maintenance personnel
in accordance with VOA-GNY shared values.

10. Perform other related duties as requested.


Expected Results of Principal Responsibilities:

1. Facilities are maintained in a safe and cost-efficient manner, meeting all regulatory requirements.

2. Work orders are handled, safely, promptly and professionally. Supplies and equipment are readily
available and accounted for.

3. Capital budget reflects long range maintenance needs of the facility.

4. Construction projects are completed in a timely manner and within budget to the greatest extent
possible within the agency’s control.

5. Service sector management and staff receive sound advice and can make good property
management decisions.

6. VOA-GNY responds to outside organizations, including regulatory agencies promptly and effectively.

7. Operations Manuals are complete, accurate and current. Staff is trained and adheres to proper
protocol as outlined resulting in efficient management of the facilities.

8. Computerized tracking of facilities maintenance, repairs, work orders, inventory, safety reports and
purchasing ensuring that data s accurate and current.

9. A full complement of well-trained staff is motivated and available.

10. All other related tasks are completed on time and accurately.


Work Environment:

While performing the duties of the job, the employee will be in an office environment and program sites. Activities occur inside and outside.


Physical Demands:

While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position requires sitting, standing, bending and walking. The employee must occasionally lift and/or move items up to 50 pounds.
