Volunteers of America-Greater New York (VOA-Greater New York) is the local affiliate of the national organization, Volunteers of America, Inc. and is one of the largest providers of human services in the metropolitan New York area. Founded in New York City in 1896 as a charity staffed by volunteers tending to the city’s poor, today VOA-Greater New York has 1,300 paid staff that provide life-changing, often life-saving services through 80 programs in New York City, Westchester County and Northern New Jersey.


VOA-Greater New York services extend to survivors of domestic violence; individuals and families — including veterans — experiencing, or at risk of homelessness; people living with HIV/ AIDS, behavioral health, and substance use issues; adults with developmental and intellectual disabilities; preschoolers with developmental delays; older adults on limited incomes, many with a history of homelessness; and at-risk youth. 


VOA-Greater New York expands, and introduces new services in response to community needs. As such, it is at the forefront of building affordable, supportive housing for seniors; providing a service-rich continuum of care for formerly homeless veterans; and expanding its services for those recovering from domestic violence. Battle Buddy Bridge®, a peer counseling program for veterans, and the work VOA-Greater New York is doing to raise awareness of the impact of Moral Injury, are examples of the organization’s responsiveness, creativity and life-altering work. 


Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC. Operation Backpack® is the organization’s signature community service campaign that ensures every student who calls a NYC shelter “home” has a new backpack full of supplies in time for the first day of school.






Summary:
To ensure the program provides comprehensive and integrated on-site social services that help residents restore and rebuild their lives while healing from their experience of domestic violence
The Director of Program Services is responsible that the domestic violence program meets the highest possible standards of health and safety and provides all needed quality services to residents to meet contractual and regulatory requirements.  The Director of Program Services ensures the accurate implementation by staff of the approved policies and procedures as defined by Volunteers of America- Greater New York and the appropriate funding source.


Minimum Qualifications:
The position requires a post graduate degree and a clinical license LCSW/LPC and three to five years of relevant experience working with individuals or families of domestic violence.

The position requires a demonstrated ability to manage multiple programs serving victims of domestic violence and their families. In addition, it requires a reasonable combination of skills in the following areas: the design, operational oversight and evaluation of program services, personnel management, budget development and control, property management, public relations and governmental relations.


Supervisory Role:
This position does have supervisory responsibilities.


Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

1. Ensure that staff is credentialed to provide screening, risk assessment and crisis intervention for victims and their children.
2. Ensure that staff provides appropriate case management and therapeutic interventions including family case management, individual domestic violence counseling, group domestic violence counseling, youth support services, housing search assistance and employment preparation.
3. Manage program services for the quality and consistency.  Monitor results of external and agency surveys and the implementation of corrective action plans.
4. Hire, train and supervise program personnel.
5. Manage assigned program fiscal operations and facilities.
6. Manage community and governmental relations.
7. Manage process and submit applications for RFPs and grants
8.  Provide clinical supervision to assist staff with integrating trauma informed care and evidence-based practices such as motivational interviewing and cognitive behavioral strategies.
9. Ensure support and education are provided and documented to assist residents in their transition into the community including referrals to appropriate social service agencies when the facility does not provide the needed services.
10. Provide clinical oversight, intervention and emergency response to address consumer critical incidents.
11. Perform other related duties as requested.


Expected Results of Principal Responsibilities:
1. New programs are developed in areas consistent with the organization's goals, objectives and development capabilities.
2. Program consumers are provided with high quality, cost-effective services. External surveys meet expectations; citations are addressed and abated timely and corrective action plans are implemented.
3. Qualified personnel are recruited, trained and retained.
4. Programs operate within approved budgets and facilities are maintained at the highest standards.
5. Positive relations are maintained with communities where programs are located, with local governments and with funding and licensing agencies.
6. Submission of competitive proposal for existing and new services; successful growth of the service sector ad agency.
7. Consumers will receive and be offered immediate assistance needed to adjust to program.
8. Consumers will receive and be offered the all of the necessary support and education to aid in their successful transition to the community
9. Groups of interest to and targeted for victims of domestic violence will be available for the consumers.
10. Emergency clinical on-call support is provided to the staff and the consumers during crisis.
11. Safety hazards and emergency situations are handled, safely, promptly and professionally.
12. All other related tasks are completed on time and accurately.


Work Environment:
While performing the duties of the job, the employee will be in an office and residential environment.


Physical Demands:
While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position requires sitting, standing and walking at times. The employee must occasionally lift and/or move items up to 20 pounds.
